I think the yellow light means that you can talk but you have to be quieter. The red light means that you have to stop talking or the timer will start and you'll have to pay back the time to Miss Holmberg.
When the yellow light comes on that means to be quit and its the waring before the red light comes on and it means to get your mouth shut and to do it before 60 seconds is up.
